LET'S START THE NEW YEAR, WITH A PAST YEAR'S EXPERIENCE:
My name is Derrick,I actually found your website online after doing a bit of research for a friend of mine, and if you have a minute I would really appreciate some feedback from you in relation to rules and regulations with promoters. I landed on your page about the dangers, risks, and problems with promoters and that is what my friend is faced with currently. I figured it wouldn't hurt to try to reach out to you to try to get some input seeing as you're heavily involved in the space.
A quick summary of the situation:
My friends went through a promoter to a club in NYC who promised the typical package deal that's something along the lines of a bus, cover, and open bar at a set price for everyone involved. At about 1:00am the promoter just left the club, leaving everyone that was in attendance to pay the tab that was racked up. Now he is apparently denying everything that was promised ahead of time and putting it on the group of people that was at the club for the party.
What I'm curious about is who holds the responsibility in this situation. Is it on the people who went to the club in the first place and agreed to go in with this promoter? Is it on the promoter for the way the situation was handled? The club for working with the promoter in the first place? Or is it on the club and the promoter as I feel like there was some kind of collaboration between them based on how the club seemed to be run?
Also, are there any resources I could use to report something like this?

Derrick, this is exactly why you do not even let a so called "club promoter" in your bar or club, other than as a customer.
All the responsibility falls on the Owner.
The "club promoter" is held harmless, because his name is not on the lease, not on the liquor license, not on the occupational license, not on the insurance policy.
It does not matter, "How the club was run", in the eyes of "THE LAW", "THE COURTS", "THE STATE", "THE LOCAL GOVERNMENT", the Owner is whom all of these Entities have as the Owner.
The "Resources" you could "Report" this to, include your State Revenue Department, your Local Law Enforcement Agency, your State Liquor Authority. But keep in mind all of these "Authorities" are going to place the full responsibilities as I said, on "THE OWNER".
This is why no bar, no club should ever think there is any Advantage, any Upside, any Financial Gain, any Positives to having a so called "club promoter" attempt to promote any concept of any kind.
From letting in "underage patrons", to playing "foul language spins", to "fights", "weapons on the premises", "bringing in their own liquor", for the 1000000th time "Stay Away From So Called club promoters".

MY RESPONSE: Manny, you have the basics down pat, from your past experiences and employment.
But Hosting "Stylish, Sophisticated Bikini Concepts", rather than trashy "T and A" Contests, takes "Elements" that include maximizing Social Media Presence.
Attracting Beautiful Young Ladies, and not just Exotic Dancers.
Having all of the "Bells and Whistles", that enhance your Concept.
Presenting weekly Concepts, that STAND OUT, STAND ABOVE what any other bar or club is holding.
I have Hosted, Produced, Presented, Created, Bikini Concepts for 40 years.
Hundreds and Hundreds of Young Ladies have both Modeled and Competed in my Concepts.
Never ever, did I have a single problem.
You need a fully provided "Contestant Room", not a small room with no electric, no mirrors, no chairs, no "Contest Coordinator that is a Female.
You need impartial Judges and an upscale presentation for them to sit at.
You need a Catwalk for the Young Ladies to walk.
You need a very good DJ, not to speak but to spin "BEATS", that energize the Concept.
You need Decor that compliments the Concept.
You need a Wireless Microphone for your Female Hostess.
You need Sponsors, that will provide Cash, Product, and you will have a banner with their name and logo on it, your local Beer Vendor, will make for you, NO CHARGE.
You need a Bikini Company to sell you American Made 2 Piece Assorted Print Bikinis very inexpensively, for you to give each Young Lady who enters and competes.
You need a FULL MONTH in advance to Excite, Entice, your local area to attend.
You should run this CONCEPT for 7 Straight Weeks, with the Grand Finals on the the 8th Week.
A Cover Charge is dependent upon your Venue, your local Area. But Certainly a Premier Cover Charge is implemented for The Grand Finals.
You should Host this type of Event with a different "Twist" at 2-4 different Venues in your area.

Good Luck, but your not ready to attempt this without the "FULL A to Z SWIMSUIT SPECTACULAR STRATEGIES"
You know I laugh at Owners, who think Upscale Bikini Events are beneath them.
They still don't see the Swimsuit Edition of "SPORTS ILLUSTRATED" that, sells millions of copies, videos, calendars.
It's "SPORTS ILLUSTRATED's" best selling Edition.
But these Owners, just don't get it.
They would rather lose tens of thousands of dollars, than make them.
I’m a student at ________College, a small school in ____________. It is a great school that attracts kids from all over the country (and world), but one of the most consistent downsides has been its location in ___________ and lack of a ‘bar-scene’. _____________would be prime for a college bar to open nearby, and in downtown ________ on Main Street, there’s a lot of great real estate that is available for purchase. It’s also walking distance from campus so it’d be even easier for students to stop by.
I guess I’m writing to you because from your website you’ve made it pretty clear that you know what you’re talking about in regards to bars and college towns. I’m wondering if you have any advice on what to do next, or if you know any bar owners that are thinking about opening a new branch somewhere? I was thinking about contacting the manager/owner of _________, a bar that thrives in __________, which is only about 45 minutes away, near to the University of ____________ campus.
The students at _________ have consistently voiced their desire to have another form of nightlife besides fraternity parties and off-campus parties. I think there’s a lot of potential to open a successful business in _______.
MY RESPONSE: Steve, College Town Bars, when operated with a consistent Format, a very experienced Manager, Trustworthy, Responsible and very Pretty Female Staff, are very successful. There is a reason, why a new Bar has not opened in your area.
Sure contact the "Hot" bar in the next Community over. I doubt with their format, they are going to make a move to expand.
The Best Strategy, would be to find a Young, successful Entrepreneur in your Community, that would step up and open the right College Bar.
Locations are a major factor, but College Bars drain you emotionally, mentally, physically.
"Beer Pong" is OVAH.
Miller and BUD want nothing to do with it.
The days of "OVER SERVING", "OVER DRINKING", "OVER POURING", in College Bars, put Owners at major risk and put Customers Lives in danger.
Currently, serving Food, hosting Promotions, having a Dress Code, often charging a Cover, putting your Male Hosts in the background, and not have 300 Pound Black Tshirt guys walking around.
There is an entire method to the madness of running a very successful College Bar, that has zero tolerance for troublemakers, foul mouthers, and slobs.
Way too often, College Students, don't respect the College Bar they frequent.
They simply view it as a place to get drunk.
I am an "Expert" on College Bars, and again there is a "GOLD MINE" in many College Towns, that has yet been mined.
But, it takes "Blood, Sweat, Tears, Hours, Hands On" Ownership and Management.
So, while you see an opportunity, obviously, nobody wants to "TAKE THE SHOT".
When I opened my First 15,000 Sq Ft Club, My Partner and I named the LLC, "WE TOOK THE SHOT", because, we felt, when it all comes together easily, you always have to "TAKE THE SHOT".
So, contact this successful Bar, and see what they say.

McDONALD'S MAKES A COMEBACK, BUT!
The Strategy starts with "All Day Breakfast, All Night Too". To Their New "Chicken Burger" and Their Roll out in Test Markets of "Mac n Cheese", "McDonald's" is well on their way to a Major Comeback.
First, the "All Day, All Night" Breakfast Concept. PERFECT.
Consumers were screaming for it.
It made perfect sense.
The Branding/PR/Marketing Campaign was Powerful.
Simplistic, yet, Successful.
So Many People work crazy hours, Students cramming for Exams, Up all Night Residents.
Now they have "Breakfast Anytime They Choose".
The problem with "McDonald's" is, they are not fast to move.
They don't act to address existing problems in a way that resolves the issue promptly.
Too much test marketing, not enough "ROLL OUT".
Their new "McPick$2 Menu" is going to take back many of those customers who left them.
But, Corporate Wise, they need a Fresh New Mentality.
As "Nike's" Creedo screams...................."JUST DO IT".
BTW, "NIKE" sales and profits are RUNNING AWAY from any Challenging Company.
As for "McDonald's", They are in fact "SLOW TO GO".
They are losing market share, because their vision does not
become reality quick enough.
They need to pay their Employees $15 an hour.
That's right, you want the Best at those Drive Thru Windows, then pay them fairly.
I just had one employee @ a "McDonald's" Window tell me, "I can't afford to eat here".
I said "How much do you make an hour?"
He replied "Not enough to buy their food, even at half price, which I am given",
I could not believe a "McDonald's" employee telling me this, while I am picking up my "New Chicken burger Sandwich", which was AWESOME.
First time I have been to a "McDonald's" in 30 Years.
They need to get with the times, stop the nickel and dime hourly wage, they charge enough, $3 for a "Egg McMuffin", they can certainly pay $15 an hour.
It is no longer an entry level job.
It's 2016, "McDonald's" employees need to pay their cell phone bill, gas for their car, rent to their Parents, the basics of Life.
Corporate "McDonald's", IS TOO SLOW TO GO...........................
